Raffles Choice Rider is the new ISP rider for Raffles Shield, launched from 1 April 2026 in compliance with MOH’s new rider requirements. It replaces the old Raffles Key Rider and covers co-insurance payable by you when hospitalised, with a 5% co-payment on the amount after deductible, capped at $6,000 per policy year for panel, extended panel and Government Restructured Hospital (GRH) treatments.

Raffles Choice Rider Product Details

  • Supplementary rider for Raffles Shield plans (Private, A and B)
  • New from 1 April 2026: replaces old Raffles Key Rider, complies with MOH’s new ISP rider requirements
  • Co-Insurance Coverage: 5% co-payment on the amount after deductible
  • Co-payment Cap: $6,000 per policy year for treatment by RHI’s panel/extended panel specialists or Government Restructured Hospitals (GRH)
  • Important: no cap on co-payment for treatment by non-panel/non-GRH specialists and cancer treatments not on the Cancer Drug List
  • Minimum IP Deductible: must be paid out of pocket (not covered by this rider)
    • Raffles Shield Private, $3,500 per policy year
    • Raffles Shield A, $2,000 per policy year
    • Raffles Shield B, $1,500 per policy year
  • No additional underwriting required when transitioning from old Raffles Key Rider to Raffles Choice Rider

  • Cash outlay only, rider premiums cannot be paid by MediSave

Important note on non-panel treatment: Unlike some other ISP riders which cap co-payment even for non-panel specialists (with pre-authorisation), Raffles Choice Rider does not cap co-payment for non-panel/non-GRH specialists. If you frequently see non-panel specialists, please factor this into your decision.

Note: If you purchased the old Raffles Key Rider before 27 November 2025, there is no immediate impact. Raffles Health Insurance is currently assessing the approach and will inform you in due course. If you purchased the Key Rider between 27 November 2025 and 31 March 2026, you will transition to Raffles Choice Rider no later than your next renewal after 1 April 2028.

Raffles Choice Rider May Not Be Suitable If You Are Looking For

Raffles Choice Rider may potentially be a bad fit if the following matters to you:

  • Near-zero out-of-pocket hospitalisation costs, the minimum IP deductible must still be paid out of pocket
  • Those who frequently see non-panel or non-GRH specialists, there is no co-payment cap for non-panel treatment under this rider
  • Those who want cancer drug treatment coverage beyond the Cancer Drug List without purchasing the Raffles Cancer Guard Rider separately
  • Paying rider premiums using MediSave, rider premiums are cash outlay only
